Ha40 is the project frame for open-source, transparent clinical AI infrastructure that can provide superintelligence-based healthcare universally free at the point of use, inside a recursively self-improving ecosystem. It is delivered through NECASIS’s global federation programme: a partnership network in which each participating nation deploys NECASIS inside its own jurisdiction, contributes federated training signal from real-world care, and shares in a continuously improving clinical foundation model. Patient data never crosses a border; the model does. The target is the first working recursively self-improving healthcare system, in production at population scale, by 2040.
